car surges when accelerating 200 1985

I am considering buying a 1985 240 wagon ($145K miles). The owner is selling it for $650, but it has a problem that the mechanic he took it to has yet to figure out. The owner says that the car engine recently began to surge when giving it gas, as if the engine were receiving much more fuel than it should be. The mechanic replaced the fuel pressure regulator and distributor, and now suggests replacing the car's computer (??). If I buy it, I have to get it fixed. What sort of problem does this behavior suggest?
