Oil change question 200

For my car's first oil change under my ownership (3500 miles back), I took her to an independent service station near work. They didn't have Mann filters, so I let 'em put on a Fram. I bought a Mann filter from IPD a while later, with some other stuff. Today I called the shop to ask if they could put my filter on with this oil change; they said yes, but that they'd still charge for a filter.

Is that fair? I know these shops don't make much on oil changes, but it seems wrong to charge me for a filter I'm providing. (They already tack on an extra $2 for the disposal fee.) I can see they don't want to encourage customers to provide their own filters, but should the price be adjusted if they allow it?
