flashing arrows

96 964 138000 Started right up this am and no problem thru 10 inches of snow to cleared highway. Then noticed both turns signal arrows flashing on console, both at same time; then they would stop for awhile then start flashing again. Sometimes i could use the turn signals, other times flashing of both would continue. finally removed fuse #17, cured the flashing but no turn signals. Any ideas?
