Shudder when braking '95 964 900 1995

Brake shudder has been a problem for about 6 months or so and I have replaced fron rotors, re-surfaced rear rotors and replaced ball joints and control arms w/ bushings. The shudder is evident above 40 mph and gets increasingly worse w/ increased speed. The front end also seems to be extreamly sensitve to bumps. By this I mean the front end will wander when encountering bumps. There is no evidence of brake pulsation at low speeds since replacing/re-surfacing rotors. I have read somewhere that the struts, strut mounts or strut bearings may be causing this. Before spending the money and putting on the effort, I was wondering if anyone has recrified this problem w/ strut component replacment. Any and all feedback will be greatly appreciated.
