Help! Brick Failed Smog! 200 1985

1985 245 DL non-turbo w/B230F engine. I failed smog and was declared gross polluter. Symptoms: lots of white smoke and unable to lower idle speed with knob on throttle body (should be 750 rpm but lowest I could get is 890 rpm). The air filter is new and the oil clean.
