Sometimes 'whirrs' when you turn the key to start: starter or flywheel maybe? 200 1986

My father's '86 240 has about 250k miles. Sometimes when you turn the key to start the vehicle, it sounds like the starter is slipping or something...like a whitzzzzzzz. After you take the key back to off and wait, then it will crank up no problem. It's been doing this for about six months..off and on. He lives in New Orleans..I live up near Nashville. I'm gonna go down and take a look at it...I'm hoping that it's not the flywheel. I have no idea how to get a flywheel much less how to install one. Do these cars have a starter solenoid? We haven't replaced the wiring harness yet either...but I recently acquired one, ..so I'm preparing for that job too. Could it be the ignition wiring harness?

How do I eliminate the flywheel as the problem? Thanks,
