What's this buzzing under my hood (B21FT) 200 1982

I went out to shovel some snow last evening and there's a buzzing sound coming out under the turbowagon's hood. The car has been parked in the same spot for four days and hasn't been touched. I didn't hear this sound until last night and I pass by the car every day. I thought "frequency valve", jumped in the car, put the key in and tried to start it. Battery was low but it cranked for a few seconds yet wouldn't start. When I turned the key off, the buzzing stopped and hasn't returned.

What does the fuel pump relay have to do with the frequency valve? I was smelling this burning plastic smell recently. One day the car wouldn't start and I found my fuel pump relay plug all hot and melty. I just wiggled the relay in the connector and the car fired up and ran. I know I need to clean the terminals, since I think there is resistance building up there and making heat. Anyone know why something like this would make a buzz under the hood while the key is off?
