93 960 changing fuel filter question 900

I have a new fuel filter and the wrenchs specified in the 700-900FAQ.
My first observation is that the three bolt holding the cage are 13mm not 10mm.
My second observation is that the cage is held up by two bolts and a nut.
The bolts loosened fairly easily. The screw is turning with the nut.

I sprayed PBBlaster on it and am waiting for it to work.

If necessary, how do I get to the head of the screw?
