Device under the alternator turns on and off every 7 seconds 700 1990

I have a 1990 740 stationwagon. There is a beltdriven device straight under the alternator. I think it may be the water pump, but I am not sure. In the center of it, is something that is continuously being turned on and off. You hear what sounds like a relay (or solenoid) being energized, than you see this thing starting to rotate, making a fairly loud sound. It runs about 2 seconds, is off for 5 sec, and then it starts all over again. This happens whether engine is cold or hot, at idling or at speeds up to 40 mph. Driving faster, you cannot hear whether it turns on or not. I have never noticed this before, so I believe it is something that has just developed. What the heck is this thing, and why does it keep turning on and off?
