Frequency Valve Test Results - Meaning? 200 1981

1881 K-Jet, CIS California car:

Smooth cold idle.
Rough warm idle.
Plugs all are light grey.

Frequency valve tests at a steady 39.9% duty cycle with O2 sensor disconnected. Bentley calls for 47%-53%.

Frequency valve tests at 40%-50% with O2 sensor connected. Bentley calls for 46%-49%. The numbers on the meter change very fast, faster than my eyes/brain. It stays in the 40's most of the time and jumps into the 50's once in a while for a tiny second then back to the 40's. I can't pinpoint the range precisely with this meter.

I don't know what to make of these tests. Any help or advice would be appreciated.
