164E Ignition Locked up...help 140-160

We have a '68 142 with somewhat similar problem. Always had to wiggle the wheel and try to turn the key many, many times before it would work. Now, neither the wheel nor the key will turn at all. Pulled the wheel, removed all switches, and got the "shear-off" bolts out with much ado. But since the key won't turn, we can't get the lock unit (Neiman 125) off from the column. If you or anybody else has any ideas or experience with this, help would be greatly appreciated. I notice there's an access (?) panel on the bottom of the steering lock assembly, but I don't know how to get in without mangling the unit. Thanks.
