high idle 200 1986

1986 245GL

I have a high idle issue I've been chasing for a little while now. It's always idling at 1000rpm, and the adjustment screw under the TB is as closed as it goes and won't lower the rpm any more. Now, when the car is in drive and idling, it idles at 1000, but when in neutral or park, it will rise to 1500rpm (takes about 2 seconds). I've cleaned the TB and replaced flame trap and breather box, O2 sensor, checked for vacuum leaks but maybe feel I may have missed something? Any ideas on what would cause the idle rpm to rise like that?

BTW, I managed around 24 mpg with three surfboards on racks on top of the car on a 700 mile trip, averaging around 75 mph.
