Tach seems to be dying 700

My tach in my 1990 745T is acting strange. It is not responsive, and always seems to read about 500rpm higher than what the engine is doing. When I pump the accelerator, that tach just moves in slow motion. When the tranny shifts, the tach doesn't even drop rpms. When I turn off the engine, it just s-l-o-w-l-y goes back down, and doesn't go all the way to zero - it stops about 300-400.

I even unplugged the Ignition ECU, and the tach still didn't drop!

Has anybody had this problem? I looked in the FAQ and didn't see anything on Tach fixes.
