740 emissions failure 700

my well maintained 91 740 b230 automatic, 125,000 miles, just failed its Texas emission test. Specifically, the Nox (ppm) for low and high speed rpm.

I noticed recently that it just started burning a little oil (tell tale puff of blue out the tailpipe at startup) at a rate of about 1/2 quart/2000 miles (as a result, I switched from syntec to castrol blend).

Any ideas or suggestions? Could the Nox reading be due to some fuel adjustment or sensor?
