85 740gle. Ignition switch bad? 700

hello all new to your site. When it is cold(I have only had the car for a week) and i turn on the ignition it takes a few seconds for all the lights to come on the dash(dumielights). If i don't wait for the lights to come on the fuel pump doesn't come on it won't start. Sometimes there is a second delay other times there is a long deley and i have to recycle the switch and sometimes i have to turn it over then the lights come on and it starts. Would this be a ignition switch problem? do the lights come on when the fuel pressure is built up? could it be the pump starting to go? Also it doesn't do it as bad when its warm. Any thoughts?
