Driver side Wiper failure - THEN NO START - 90 TURBO 700 1990

We had an Ice storm (not used to this type of weather) - and of course my wiper froze to the window - and of course I turned it on (that was dumb). It worked for a day and then the wiper quit.

The bigger problem however is now the car WILL NOT START, or run for more than 2 minutes when push started.

It is a '90 700 Turbo Wagon.

Starting Symptoms - I get all the dash lights and headlights at an acceptable level - When cranked I loose ALL lights and starter motor will not turn.

Whiper - seems to be loose or out of alignment. Will run if moved by hand - but will quit and return to start position.

Any help would be GREAT
