Cold Starting Problem 200

I have a '93 240 with 200K miles that starts great in warm weather and in cold weather down to about 20 degrees F. Below 20 down to -5 it "cranks" fast and seems like it is going to start but never quite gets enough power to keep it going.

I'm planning on replacing the plugs first to see if that helps, but does anyone
have suggestions of what the most likely culprit is for cold starting problems like this?
