ECU Good, no fuel injector pulse: NO START 700

Symptoms: engine turns over but won't start. The fuel injectors have power to them but they do not pulse. This one is driving me and my mechanic nuts. The ECU checks out: I put the 740 one in my 240 and it ran fine. Put the 240 ECU in my 740 and no start. There's fuel pressure. Spark is good. Flywheel timing sensor checks OK. Ignition module is OK. It's not the cold temp injector. The AMM is good. Everything seems to be OK except that the car will not start. It starts if I spray starter fluid in it then dies of course. I worked on it until I ran out of ideas and took it to my mechanic; he's out of ideas after two days. If anyone has ANY ideas whatsoever, I will be grateful.
