How to drain frozen washer fluid? 900 1994

The $tealer where I just bought my 1994 940 wagon, D-n B---r Volvo in A--------a, VA, put summer windshield washer fluid in it, and now there's ice all over the filler tube and probably elsewhere, so the washers won't work, as I just found out when I tried to wash salt spray off my windshield while driving in the snow. How do you drain the washer fluid in some environmentally conscious way? The owner's manual has no info on this procedure.
