240 STEAMY vent air 200 1989

240 DL sedan 1989 292K kilometers (200 or so miles)..
B230F, auto. Excellent condition mechanically and physically.

The interior cabin ventillation (hot to defog the windows) is intermittently VERY STEAMY.

It almost looks like gushes of humid air come out and completely fog up the inside, even the plastic on the guage cluster. This actually is intermittent at times.

Heating, cooling, even A/C works. The ducting and vents selection works fine. Never had a problem with vacuum. The heater control valve is original, never leaked (I have the spare metal one waiting), though it often wants only hot or only cold.

What can be causing this STEAM??? Could there be a leak at the coolant valve and it didn't get to the carpet yet?
