Power Steering- VERY Stiff when First Used or When cold ? 700

Quick and odd question...
Background-Volvo '87 760 Turbo wagon 120k, with good service since I aqquired it 8k ago. Gradually getting it where I want it, but nice and sold.

The Problem-
When I first start up after prolonged stop (overnight)and turn the steering wheel- it feels like there is no power steering at all, and it does not matter if I allow the car to idle or warm up, the improvement to normal will come after the car has actually moved...with some wheel turns.

The symptom is much worse when the air temp.is cold like 30's-low 40's...there is no belt squeal or wear,belt is properly adjusted and I applied belt dressing as well.
Recently replaced my water pump (no leaks)- BUT I had this problem BOTH before and after, even with NEW belt and of course proper re-adjustment?!

The PS fluid has been completely flushed(clear) with valvoline synthetic, but it does seems to get dirty very quickly. Even after a reflush.

Odd part is that within a couple of turns, like geting out of the parking lot it is perfectly OK, in fact has very good feel...though on colder days seems to take just a little more in the turning department.

Sooo..bad pump?rack? and what about the unending dirty PS fluid?
Also of further note: I do not leak any PS fluid and never need a top off.

Open to all suggestions and ideas, perhaps even opening as far as opening an X-File! and calling Fox and Scully down for a look.
