Windshield wipers not functioning, motor fried? 200 1986

This morning I made the mistake of trying my wipers before clearing my windshield of snow. The wipers started to move, then got stuck on some ice and stopped. Now they won't work at all. Checked the fuse, it's fine.

Could an action like this fry a motor or lock it up? I already replaced it once. Or would it more likely be an electrical issue?
