Performance and the Fuel Pressure Regulator 200 1984

I have had a number of poor performance issues with my B23F auto over the past month or two, along with poor cold start capability. I have replaced the injector seals, set ignition timing at 12 degrees BTDC @ 750rpm (I tried 15 for a while to no effect), checked all vacuum lines for integrity, replaced coolant temp sensor, 02 sensor, fuel filter, R&R IAC and throttle body/switch, etc. I still have poor cold starting, sluggish performance, and whitish plugs.
I may have two distinct problems that I am dealing with, stemming from two or more separate sources, and getting to the bottom of them is frustrating.
I installed a VX cam and adjustable cam sprocket. At this point I have zeroed the cam, as any advance or retard seemed to serve no purpose.
The car acts as though the ignition is retarded, especially the way in which it BOGS as I try to accelerate. I am beginning to wonder of the knock sensor is cauaing my problem. I lose power, albeit slowly, at 55 mph on the highway, and have to kick it out of OD to get my speed back up. Climbing a 10% hill in third gear is painful: I cannot get revs over 3000 in third, although on a flat stratch I can climb way past that point.
I pulled the vacuum line from the FPR today and could smell no fuel, however when I sucked on it I could taste a bit of gas vapour. Would this warrant its replacement?
