power loss: turbo? 900 1995

This is a '95 940 turbo wagon that was running fine and in otherwise excellent condition until this happened. We were at a stop light, and I started to turn right when it turned green. There was a loud whooshing noise like a break in air line under pressure, and the car immediately lost power. Max I could get was about 2500 rpm and about 45 mph as soon as it happened. It runs, but that is about it. When stopped and in park, I can run the rpms up. But, when the car is on the road, same lost power situation. It happened at the end of the day and getting dark so I decided to wait until I have more time (and light) to deal with it. It seems like the problem starts when the turbo start to kick in, although I am not definite about that. I just acquired this car recently and am just learning about turbos in general. FYI, one of the last maintenance things I did was to reconnect the cruise control vacuum line, which had been disconnected since I got the car about two weeks ago. Any advice on how to start troubleshooting this problem greatly appreciated.
