Fuel Filter & FPR Replacement Question 200 1988

Greetings from SoCal!

'Ole 88 failed emissions for NOX and I'm in the process of correcting the lean / hot condition. Cleaned the flame trap, hose and nipple on the intake mainfold today - they were pretty clogged. I'm going to replace the air filter and verify the condition of the hoses from the air box to the throttle body. All vacuum lines are good. I'm going to clean the TB also.

I have never replaced the FPR and it's been awhile since the fuel filter has been replaced. If I replace the fuel pressure regulator, does this relieve the fuel pressure enough to minimize the fuel spillage when I replace the fuel filter?? Since I have to disrupt the integrity of the fuel line, I would like to do it just once.

I plan on doing a tune up, change the oil and run some Techron through the fuel system. My cat and O2 sensor are not too old and from what I understand, they are not the prime suspects when NOX is high.
