Rear running lights 700 1989

Right side rear running (or parking) lights, lower row middle #67 lamp and outer
#1157 lamp stopped working. Left side is fine. Right directional fine. Looks like the lamp holders twist into and make contact with a flexible circuit board. Lamps are new and tested OK on the bench. Any one experienced this before? Next step (when the temperature climbs past 15 F) is to check for voltage at the connector at the circuit board.
