question about radio antenna on my sister's '92 240 200

Let me begin by thanking everyone here for all the help and guidance in confronting the issues which have inflicted my sister's Volvo. I noticed when I parked the car today that when I turn the car off the radio antenna doesn't recede. I hear the motor working, but it doesn't reach nirvana. I was hoping to tackle this issue over the weekend(once I have completed the tune-ups on my other sister's Honda and on my Scirocco) and was interested to hear if anyone had any ideas about where I should start.
