fuel filter banjo bolts 200 1989

I just can't seem to get these darn bolts off. It's a really awkward angle up there and I can't get good leverage on the bolts. Is this a good time to finally break down and buy an impact wrench?

Also, is it true that one of the banjo bolts is 19mm and the other is 18mm?
