Throttle sticking in cold weather S90-V90 1998

Am hoping Brickboarders can give me some advice on my V-90 w/ 116K miles. Here in Vermont, USA we have been experiencing some cold weather lately (-16F this morning).

Twice this week during cold spells the throttle has stuck while driving, acting like cruise control. Shifting into neutral sent the engine toward red line. Scary indeed, especially on slippery roads. I stopped, lifted the hood, manually operated the throttle cable, and manipulated the rubber boot which, I think, is related to cruise control. (Now you know I don't know what I'm talking about) This solved the problem until I got to work. I sprayed carbuerator cleaner on the butterfly, and some lubricant on the throttle cable / flywheel assembly, and didn't have a problem for two days, then it came back this morning.

I don't know if this is germane, but both times this happened after the car had been warmed up and driven about ten miles. The sticking started in exactly the same spot on my commute when I pass through a weird microclimate where the outside temperature can drop 10-12F over the course of a mile.

Your thoughts on the causes, remedy, and potential costs would be much appreciated. Thanks in advance for reading this far and your consideration.
