Catalytic converter 700

My exhaust is starting to rust out, no leaks yet but it rattles and the cat rattles and chirps at idle. I live in Florida and we don't have emission control inspections. Is it necessary to have the cat on the car? I would like to cut it off and put a new performance exhaust system. Would it affect the performance or proper operation of the engine if I removed it permanently?
