Drive belts stop when turning? 700 1989

Haven't been able to figure out why the car hasn't been charing well.

and when turning, the car almost dies.

while looking under the hood, and the car idling, I have someone turn the wheels.

all belts stop, but engine keeps running, just barely?

make any sense?

I cut off the air conditioning belt. no help.

I've never seen something like this. Confused as all get out.

Does the main pull have some sort of clutch? that would let the engine turn over, but not the main pully?
