Cold Start Problem with '95 940 8 valve 900 1995

The three days or so it has been very cold here (NJ) the car did not want to start. This has only been in the morning when the temp was ~5 F or less.

The car would crank normally, but the engine would never catch. It would seem to fire a cylinder or two every few seconds, but never enough to keep it going. After about 3 - 5 minutes, it will eventually catch and run real rough for about 20 - 40 seconds and then idle fine. No problems the rest of the day or any other day until the temp dropped near zero again.

It seems to be a problem with a sensor, but I don't know which one. The temp gauge in the car works fine, so I don't think it is the engine temp sensor (unless the ECU uses a different sensor).

Anyone have an idea of what it could be?
