Windshield Wipers 200 1990

I recently purchased a 1990 Volvo 240DL - this may seem like a stupid question, but when operating the windshield wiper lever I get the following conditions - pull back - washer operates, lift up - intermittent wipers, push down - "mist" - wipers make one sweep then stop. How do I get the wipers to run on "lo" or "high" - obviously I do not have an owner's manual. Is the wiper lever
broken or am I missing something? Holding the lever down will allow the wipers to run constantly, but surely you don't have to hold this down the entire time to run the wipers.
