Whining noise - seems like belts, but I don't think so 900 1993

Hi, all. I am having a strange noise that sounds like belts. It inceases with RPM and eventually goes away after RPM get high enough. Also, it disapears after the car warms up a bit. I checked the belts and they are not loose. They are also not old or in need of replacement (I think). When I was listening for the noise under the hood, it did not seem like it came from belts, but rather from the fuel rail. I know noises can be decieving as to their source, but usually the belts are pretty obvious. I bought some belt conditioner and some Techron Fuel System cleaner and applied both to their respective places. I figured neither one could hurt. The noise did not go away. Any ideas would be greatly appreciated.
