How much vaccum for flame trap at cruise speed? 200 1989

Hi,
I've got an 89 240 that is loosing oil out the rear main. The crankcase seems to have vaccum when idling but doesn't when I turn the throttle when I check at the filler cap. I know it switches over to pull this vaccum (when beyond idle) from the snorkle tube between the throttle body and the AMM. How much vaccum should I have on this side? Is there any way to measure it? I've tried to feel it at the fittings and it seems barely perceptible. I've also checked all the parts from the air filter back for a leak or crack but didn't find anything.
