Windshield Wipers & Horn 200 1982

A few days ago when my car sat all night in below-freezing temperatures, my horn and windshield wipers wouldn't operate.

Later that day, when it had warmed up, they worked just fine.

A few days later, in near-freezing temps (but not as cold as before), they had stopped working AGAIN! I had to miss work today due to having no wipers in the rain.

Could it be a fuse? Could it be electrical? I need to fix this CHEAP! I'm only working a temp job and am planning to move... to a coastal city. :'(

P.S. I thought my car was front-wheel drive. Therefore, when I drove it across country, I put the newer tires on the front; older on the back. Was this wrong???
