1992 740 uneven idle problem

I have a 1992 non turbo 740 wagon. My idle has been floating fron the 750 rpm range down to the 500ish rpm range. When the idle drops the whole car shudders. Two days ago the volvo dealer installed a new idle control valve ($384.00) which made a bit of an improvement but not much. Anyone ever have this problem? If so how did you fix it. I really don't have much faith in my local Volvo dealer which is an hours drive away.
