power steering reservoir 140-160 1973

Can someone help me figure this out? For some reason the power steering reservoir is spitting up some of it's fluid. I've never seen one like this before. It's remote mounted on the right fender and it has a threaded rod coming up through the center with a bolt on it. So how does a person go about checking the fluid in this thing? It doesn't look like it has a lid but it just occured to me that maybe the whole top comes off when I remove that bolt?

My old Ford truck would puke PS fluid if the level got low enough, I'm hoping that is the same case here.
