91 940, hard to warm restart and when it does, very High fuel consumption... 900 1991


Occasionally/often my 1991 Volvo 940 will be hard to warm restart. When it does, you can smell fuel like crazy and the car will buck and surge and not have much power and will use gas like crazy, almost 1/4 tank to go 6 or 7 miles, its scary.
I've done the whole list of FAQ checks, new fuel pressure regulator,new A/F meter, new RPM sensor/ new radio suppression relay, cleaned the throttle body, checked the power stage for heat (none), new 02 sensor,,,,I am confused.
After I fixed all these, briefly the car ran fine a week, it was great, like brand new. But i didnt know if I had fixed the problem. So i went to doublecheck my diagnosis and plugged/unplugged some components--the Power Stage, the tPS and the radio relay, to find the exact cause.... I went back to try to find the source of the problem and the car wont even start!
