heater issues 200 1986

hey again, i've been working out all the little issues my car has before i start drive 2000 miles/month to school and back... soo i'm now to my heater issue. I'm not sure if the problem is with my switch or fan motor. What happens is that when you first turn the car on, the fan doesnt blow much at all, even on the highest setting. but after running for a while it speeds up to normal. It isn't excessively noisy, but does make more noise than the blower on my other 240. also i have a volt gauge on my dash and when the car is first started and the motor is blowing poorly it takes the volts down as well. any ideas? i'm really hoping its just a poor ground or something and not a problem with the actual motor...but let me know if anyone has any ideas. thanks.
