issue with start-up 200

As I have mentioned earlier today, the check engine light is staying on for an extra second or two after the other dash lights go off upon starting the car. I noticed today when starting the car that it seemed weak. Before I continue I should say that in the past half a year the ecu/fuel pumps/alternator/battery/crank position senser/ were replaced, and the car was given a tune-up about a month ago. So this afternoon I hooked up my multi-meter and tested the battery(18.85 volts) and the ignition coil with the car running(780-800 rpm)-and that seemed to be in order. I also this morning checked the on-board computer and the ignition and fuel both spat out 1-1-1. What am I missing here? Is it possible that it has something to do with the timing belt tensioner? I am slowy running out of ideas :) Thanks again!
