1992 Power Window's and shift lock problem following car inspection. 200

I noticed my car's electrical devices were malfunctioning immediately following taking it through my city/state's required inspection. My car's gear selector, (Shift Lock) now locks and has to be manually released. This used to work automatically. According to the manual this only happens when the electrical system is malfunctioning according to
the owner's manual (Volvo 240 Owner's Manual, 1992, Page 107). Additionally,
immediately following the same inspection the power windows are not working.
They worked prior to me taking the car in for inspection. This car had no
electrical defects until immediately following the Car inspection. The break lights cut on. I am thinking it may be fuse #12 and not #7 because this light works. What do people think.
