Heater control not redirecting heat 200

I have an 89 249 sedan and Im not able to control where the heat goes anymore. I need defrost as I live in upstate N.Y. and I can only get heat (real good heat at that and blower works fine) out of front vents above radio,side etc but none near feet or defrost. I dont hear that familiar kind of air thunk switching noise anymore when I push control buttons. Please could someone please advise and thank you in advance.
