WOT fuel cutoff 700

Hey all,
In the "No start: no pulse to fuel injectors 700 1989" thread, John R. stated that a WOT signal when starting will suppress the fuel injector signal to help clear a flooded engine. I tried this last night in my 90 745t (LH 2.4, ECU 563) and it doesn't appear to be true for my car. Does anyone know which fuel management systems or which ECUs this applies too? Also, which is the "better" ECU, the 563 or the 591?
