symtoms of timing belt jumping a tooth??? 200 1992

My buddie's 92 245 backfires upon startup...white smoke comes out of the air cleaner box and we can hear the detonation in the muffler.
We exchanged the AMM with a known good one...still backfires.
We exchanged the ECU with a known good one...still backfores.
Suspect:
5 months ago, he had the timing belt replaced, but the shop did not have him come back at 600 miles for a retightening....
Could this have caused the belt to slip a cog or two and so throw off the timing enough to backfire?
