Brake shudder at low speed 700 1989

Hi everyone

My brake shudders at low speed. If I let go of the steering I can see the steering wheel wobble. There's no pull to either left or right.

Front rotors are new (bout 9 months old) and I made sure the lug nuts were not overtightened. All the front suspension are quite new - new bushes, ball joints, control arm bush, shocks etc. Pads were changed same time with rotors. Caliper pins also new.

Appreciate any advice. I've gone thru the FAQ and I think I've eliminated all the possible causes. I'm at a lost. Thanks
