still no dash lights 700 1991

Does anyone know where the pulse controller is for the dash lights on a 91 740? Im pretty sure ive shorted mine out during a radio installation. Dash lights are off and the fuse is good. Multimeter says both the blue bulb wires and the white ones are hot and not a ground. Its driving me crazy. I turned over the fuse box and there is nothing wrong that I can see - all is clean and pretty.
Also, I pulled the dimmer and removed its plug, and this did not effect the voltage to the lights. Both wires are still 11.87 volts positive with the motor off- neither appear to be grounded, although I deduced that the blue might be what is supposed to be a ground wire.
