Engine missing, main fuel pump current draw is low 200 1981

Trying to track down the cause of poor performance / missing on the '81 245 -- it acts like a fuel supply problem, is usually worst with low tank, but happens even when full. I checked the current draw on the in-tank pump which was steady at about 1.4 amps at the fuse holder, within specs according to sidebar in IPD catalog. The main pump is supposed to draw about 9.5 amps, but it jumps around between 7.6 and 7.8 amps. I replaced both pumps last summer because the in-tank was dead and the main was very noisy. The main is still noisy, but hasn't changed since I installed it, and the missing was a sudden development about a month ago. So .... would low current draw indicate a bad electrical connection somewhere, or the FPR is letting the fuel pressure go too low?
