K-Jet pros, need help with cold starts, Control Pressure Regulator? 200 1984

On the '84 Ti there is as you've stated correctly a vacuum by-pass thermal switch located behind the distributor on the head. This switch allows the secondary stage on the CPR to engage when cold. The switch is easy to test, just pull it off and see if suction goes only one way, open cold closed hot. (I believe the early years the thermal switch was in the CPR).
It is most likely the CPR is the problem which can be re-built, but check all your vacuum lines first to make sure the secondary CPR is getting vacuum when cold.
