Exhaust pipe reducer (enlarger) questions 200

Can the 2" to 2-1/4" reducer on this page be used to adapt a 240 turbo exhaust to a N/A car? I don't know if the 2" to 2-1/4" dimensions are ID or OD. And I don't know if this part could be used with clamps. Every other size reducer they have on that page looks like it has slots which I take to mean it can be clamped but the one I'm talking about looks like it might need to be welded. Also, if usable, which of the two materials is preferable?
Perhaps I should just pay the extra bucks for IPD's exhaust and I may yet. But I have grown somewhat disenchanted with them and would prefer to spend my money elsewhwere.
Any input is appreciated.
